Our guest is Dr. David Rehr, an Adjunct Professor at the Graduate School of Political Management (GSPM) at George Washington University. Rehr has over 25 years experience in governance, federal policy, management and fundraising. He is also a Senior Advisor to Leading Authorities, Inc., and, as a Media Commentator on politics and policy representing GSPM. He began his career working on Capitol Hill for former Minnesota Representative Vin Weber and as a professional staff person on the House of Representatives Small Business Committee. Rehr also served as the President and CEO of the
    National Association of Broadcasters (NAB).

Rehr says, it is remarkable how people can influence their elected officials, and it is a plus because it doesn’t happen that way in other countries. Rehr doesn’t deny that lobbyists have influence, but according to his study, lobbyists do not play the undue role generally promoted. He says that access to Congressional staff depends on people who they can rely on for reliable information, the persona of who is calling for the meeting, and if the person worked for Congress.

Jeremiah mentions the increase in spending and number of lobbyists in D.C. and asks, If there is not a significant influence, why would so much money be spent on lobbying? Behr says that perhaps 50% of lobbying is effective, therefore a lot of it has to be going on to hit the target.
